Hardware

If computer hardware is available on a Master/Preferred Contract, the Master/Preferred contract should be used.  If computer hardware items are not available on a Master/Preferred Contract, normal purchasing procedures apply.

Software

If software is available on a Master/Preferred Contract, the Master/Preferred contract should be used.  If software is not available on a Master/Preferred Contract, and the total cost for a 12-month period (inclusive of the license, integration, installation training, travel, etc.) does not exceed $150,000, the purchase would be exempt from competition.  If the total cost for a 12-month period exceeds $150,000, formal competition is required.

Hardware & Software Maintenance

Single procurements of software maintenance with a total cost less than $150,000 are exempt from competition.  Software maintenance purchases exceeding $150,000 require formal competition.

Notes

  • Enterprise IT activities may require IT Governance approval.
  • Software purchases require Information Technology Services (ITS) and the Digital Resources & Content (DRC) approval regardless of the cost or purchasing process.
  • No one is authorized to sign purchasing contracts or Agreements on behalf of the University except to whom this authority is vested and delegated.  All contracts or agreements are to be submitted to Procurement Services for authorized signatures.
